Are Dupes Now Sanctioned?

I've re-read the New Guideline for New & Updated Deals, and noted that N2a that "a first deal will be honored." This Kohl's Kohl's deal was posted 4 days ago. However, a duplicate deal was front-paged. Have there been revisions in regards to duplicate guidelines. If so, did I somehow miss the one that now permits dupes? Any comments on this issue would be appreciated! Thank you:)

Hello @EzzyLovesToSave,

Per related admin, it was considered as a different sale because " Lowest Prices of the Season Sale" was an actual event that Kohl's ran on their homepage, vs "duplicate" was focusing on Kohl's Clearance-page.
