yes you can, when you comment, someone can thumb up your comment and your reputation will go up.

What's going on with the noobs plussing noobs is SPAM. Just look at some of their profiles and the web sites they point to, not to mention their choice of names. Take a close look at some of their avatars - even they contain spam. Also note that they often comment on long-dead threads.
