Yeah they've had Seller Protection for awhile. Basically if you have a tracking number/delivery confirmation (and for items over $250 you also need signature confirmation if I remember right) you are covered. If not, you are not covered at all.
You can still be scammed by people that claim you sent an empty box or "damaged" item though so always keep in mind you might lose out on an item.

I have heard so many horror stories from sellers I don't see ebay being very helpful to it's sellers even if they make a few new policies

Yea... the empty box or damaged item is definitely hard. Any scamming buyer would be hard to deal with even with the "seller protection"

I quit selling on eBay about a year ago after getting scammed three times in a row from buyers PayPal sided with the buyers instantaneously and I lost without even getting a chance to explain what I thought had happened. Never, never again. I get less on Craigslist but at least I can't automatically lose just because I am a seller.
