You use < li > for the bulletpoints and
< a href = " link url " > what the link says < / a > for the links
No spaces, of course. Hope this helps!

I find that googling "insert html link" or "html bullets" and then choosing the results that come from http://www.w3schools.com/ works really well. Their site is tricky (to me) to navigate, but getting to the pages you want from google helps. Plus, they have a "Try it Editor" box where you can type in your code to test how it displays.
< li > < a href = "www.dealsplus.com" > Dealsplus < / a >
< li > < a href = "www.google.com" > Google < / a>
Take out the spaces except between "a" and "href" and you can use that as a template, substituting the links and names for whatever you want to use.

I wish they had the instructions on the page where you post deals. This question gets asked all the time. And unless you do html on a regular basis, you have no idea how to do it.
Or even better, a form that has html codes available to make it easy on everyone. There are many sites that do this, so I'm sure it wouldn't be that difficult.

Is this done on the initial post or do you have to go back and edit?

I asked this before too: https://www.dealsplus.com/answer/how_do_i_submit_a_freebie_round_up_i_just_put_together/17795
You submit one of the "deals/links" to use as your photo, label your deal as your round-up, then, in the description is where you submit your html (link-list).
