I think the rationale has more to do with giving further control to users for what they want to see on the FP.
Before the heating up section was created on DP, it used to be that you only had a 'fresh' section. So the way I see it, the increased visibility of the 'heating up' section makes up for any negatives you may receive while your deal is on the 'heating up' page, as that is the only place on the site that your deal can receive a thumbs down.
