Well, there is no question there but let's look at some possibilities. You said they "kept hanging up" and "wouldn't answer" which are two different things. Is it possible the connection was so bad, or it was so noisy on your end OR theirs that they couldn't hear the ringing or couldn't hear someone talking? I'd address this by calling the manager of that particular Steph & Andy's. Call during hours that aren't the lunch rush or dinner rush so they have some time to resolve your issue. Let us know what happens.
